Kwale town is the proposed county headquaters of Kwale county . over the years the residents of Matuga constituency have been in dire need of of a medical institution .It is just last year that every contituency was requested to hire twenty nurses from within the constituency.funy enough is that only seven out of the twenty came from Matuga .That means there might be no more unemployed nurses within the constitution. Masquarading move by local stakeholders has been going on for some years now.How? this is because some funds has been allocated to the stagnant KMTC site opposite Kwale Girls High school.If this leaders really represent the peoples wish and are passionate enough. let them accomplish that facility.

mahabara hii ilifadhiliwa na pesa za LATF za baraza la kwale ikitazamiwa kutumika hasa wakati wa mtihani wa kidato cha nne mwaka wa 2010 lakini la kufurahisha ni kwamba hata kufikia leo jengo hilo limebaki ni picha tu ya kuonyesha wageni . Hii si kwa sababu walengwa hawataki kutumia lakini kwa sababu jengo lilivyo halistahili kutumika kwa hali yake mbovu.

Maombi ya jengo hili yalifanywa na halmashauri ya shule hiyo wakiomba millioni tatu . La kustajabisha ni kwamba mwenye kandarasi alilalamika kwamba makadirio hayo ni ya chini na kuongezewa hadi millioni tatu unusu.Swali ni je?mbona pia hazikutosha ilkuaje.KYGC walipojaribu kumhoji mwalimu mkuu kuhusu kuhusika kwao katika ufuatiliaji wa mradi huo alisema kwamba kama yeye akiwa mwalimu mku akuhusishwa na hata leo hajaona stakabadhi iliyo na makadirio ya ujenzi yaani BQ je itakuwa mzazi.

PROJECT MANAGEMENT COMMITTEES SHOULD BE TRAINED

When the project management commitee PMC is formed to look upon the projects that are under CDF, most members are members of community who dont have capacity to manage projects This is because the community lacks awareness on their rights and their roles towards active citizenship and sustainable development.

The CDF has a 2% allocation for capacity building every financial year which should be used to vigorously train citizens but that is not always what happens.

The big question is where does the 2% capacity building funds go to? and if CDF is meant to help the local citizens why then should they not consider educating locals on their roles and rights towards sustainable development.

many are the projects that goes unmonitored by the citizens and a good number of them end up stalling or even consuming too much money than they ought to if the local citizens monitored progress and implementation.

Its high time we wake up from slumber

It was evident that the citizens dont know their rights and therefore always thought that it was a favour from the government to do any development projects for them.

The citizens are afraid of their leaders hence can’t question their wayward behaviours.

There is an urgent need for massive civic education.

Cdfc a committee at the constituency level is not transparent and accountable and also there is no balance in membership of the committee as all locations are not represented.

Recommendations:

There is an urgent need for civic education to be conducted so that the citizens can be informed of their rights and understand their roles towards sustainable development.
The citizens should voice their concerns fearlessly.
Citizens should be strict and speak in one voice during elections so that people with poor development records are not elected.

Galana primary school ni shule iliyofika darasa la tano kwa sasa na iko na shule ya chekechea. Jambo la kushangaza ni kwamba tumeingia katika darasa moja linalosoma darasa la nne na la tano,yaani walimu wawili wa masomo tofauti wanafunza darasa moja.Huku watoto wa chekechea wakihifadhiwa kwenye kanisa lenye paa peke yake bila kuzibwa ukuta na halina simiti wala viti jambo ambalo huenda likasababisha mkurupuko wa maradhi na hata pia funza.Ijapokuwa CDF na LATF zimejenga madarasa mawili kila moja,lakini kuna haja ya madarasa mengine kuongezwa na viti ili kuwafanya wanafunzi hao kusoma katika mazingira yanayostahili.

Mwaluvanga water project.

In Mwaluvanga location there are two water projects under the name Mwaluvanga water project.

The first one was funded by Cdf and the other one has different fundings to its name including latf.

The Mwaluvanga water project funded by Latf is said to have been allocated a total of kshs 1.5m which was all spent and nothing much has been done except for a round structure that has wires exposed all round.

Looking at it closely one would also find out that the foundation was not well done and so many things were a miss raising doubts on the competence of the contractor who the wananchi claimed that they didn’t know.

We interviewed one of the committee member and a neighbor and this is what they told us.

According to the Mwaluvanga people the project was funded by the Latf and it was the initiative of the community as they were desperately in need of clean and reliable drinking water. Due process was followed when forming a project management committee as the wananchi says they were happy with the members of the pmc. Not long their happiness was cut short because the legitimate Pmc was told that it doesn’t have powers to handle cash or do any other transaction and their mandate was to make sure the follow up on the progress of the structure. It is also said that the host homestead to the project was not informed as to when the materials would be brought as they did bring things would &The contractor did not hire casuals from around.

It is alo said that the contractor worked for only one week and fled without informing anyone.

His cauals also didn’t stay long as they followed in the footsteps of their boss.

Mwaluvanga people are bitter up to date and are still demanding answers as to what happened to the their most coveted project that would have served more than 13 villages, 1 secondary school and 2 dispensaries. It is alleged that the cck has denied funding that project and said that it was funded by an NGO.

More than a tonne of cement was left for waste as the 1.5 m of the taxpayers money sunk into bottomless hole of a dodgy contractor and many unknown facts about the whole project.

Interesting facts about Tiwi maternity wing.

Tiwi maternity wing that costed a whooping Ksh9,204,820m is still not in use 3yrs down the road.

When we visited the facility 4 months ago the maternity wing was not in use as the old maternity wing is still in place. So in our own judgement we rated the maternity wing as irrelevant. Beds are still in boxes and mattresses are still wrapped in nylon papers as though they are on market. All sinks are ugly looking as they are covered with iron oxide.

In our presentation last year The CDFC committee was not happy at all with this report and said that the facility was in use and that we were talking out of ignorance and are misinformed.

Today 10^th feb 2010 in an interview with the CDF manager, he agreed that the maternity wing is still not in use and this is what he told us:

About the Equipment.

During then they bought equipments for 4 facilities, i.e Tiwi maternity, kiteje , Ng’ombeni & kizibe dispensaries.

Before buying the equipments they called the MOH and talked about their plan of buying equipments worth Ksh1.6m for the 4 facilities which he agreed with and was asked to do a priority listing then after cdf made a quotation, identified the equipments, bought them and were officially handed over by Hon. Mwakwere. Upto date the equipments are not in use raising so many questions as to if Tiwi maternity really needed them in the first place???

About the building

It is said that the managent complained of 2 things.

The drainage system was under the building and they said they cant use it that way.
Delivery rooms didn’t have the right floor such that it wont be easy for cleaning, also the walls didn’t have tiles.

The CDF then wrote a letter of complaint to the ministry of works and mow couldnt help much but developed another B.Q for them to rectify all those complaints.

CDF then seeked re-allocation of the emergency funds reserved for emergencies and were allowed by the head office. So the above complaints were all rectified by a total cost of Ksh450,000.

All that said and done the building is still not in use.

Can a District Officer (D.O) dissolve a PMC?

Jorori water project remains to be one of the worst projects under Community Development Fund since inception of the CDF kitty in 2003.

Jorori water project is situated in mazumalume sub-location, Tsimba location matuga division. The project anticipated to serve 12 villages, 3 primary schools and 2 dispensaries but that is yet to be 6 years down the road even though kshs 6,182,960 of the Kshs9,947,513 allocated for the project was spent.

The project involved:

Phase one

1. Management training of the beneficiaries

2. Pipe laying of 5 km Stretch

3. Carrying out preliminary survey of the reticulation system of the project.

Phase two

1. Construction of a 50 cubic metres masonry storage tank

2. Pipe laying of 5 km stretch

3. Construction of 3 water kiosks

Phase three

1. Construction of 2 water kiosks

2. Pipe laying of 5km stretch

3. construction of a 100 cubic metres storage tank

for phase one pipe laying for the 5 km stretch was done and preliminary survey of the reticulation system. As the project Implementation Committee was on the process of completing phase one, the District officer Matuga Division through a letter (Ref MATU/PW/8/3 VOL 1/174 Dated 20th Dec, 2005) Dissolved the legitimate Jorori water project committee under the following allegations:

1. Withdrawal of constituency development fund money without a member of the C.D.F being signatory to the withdrawal.

2. frequent withdrawal of money from the bank for work which has not been done.

3. Accepting sub- standard material from a contractor whom some committee members claim not to know

4. Awarding the contract to the contractor without interviewing them.

Where on earth did the District Officer get powers to dissolve a PMC ???? Isnt he a C.D.F.C member????

After dissolution of the P.M.C the area councillor then Convened a meeting and said the Village elders will meet in the next 14 days and constitute a new PMC. The new committee was formed by village elders and in the financial year 2005/2006 they were

given Kshs 1,996,220 which they constructed 2 water kiosks with. The next financial year 2006/2007 was given Kshs 3,286,740.

Of the Kshs 900,000 For phase one the PMC used only 500,000 thousand for survey and purchase of pipes and the remaining balance of kshs 400,000 was taken by the District officer from the chairman (old PMC) (He (D.O) took the chairman with him to the bank and asked the bank manager to unfreeze the account so that the PMC could withdraw the money)

The people of mazumalume still lacks supply of clean drinking water up to now. Women and men walk long distances in search of this rare commodity during dry seasons. Its been reported that people have been stamped by elephants at night as they went to search for water deep inside the shimbahills forest.

The MP knows what happened but he has taken no action despite numerous outcries by the mazumalume people. At one incidence in the year 2010 june when he was looking for votes he addressed the mazumalume people and told them that the problem was caused by the contractor who used to supply pipes during the day and come back for them at night (How possible is that anyway?)

In the last financial year the CDFC decided to write a new proposal to drill a bore hole. the proposal was funded this Financial year and plans are underway to drill a borehole at jorori Market.
